EJQRP publication fees
EJQRP doesn't charge authors to publish or readers to read — what open-access people call a “diamond” journal, the less common kind where nobody in the chain is footing a fee.

What CC BY-NC actually lets you do
In practice: anyone can copy, share and build on an article as long as they credit the author and it's not for commercial gain. Put it in a paid course pack, though, or sell it in a compilation, and you need the rights holder's permission — which here is the author, not the journal, since authors keep copyright.
